Surprise, AZ (January 19, 2012) The City of Surprise is currently accepting applications to fill three positions on the Municipal Property Corporation Board of Directors.
Applications can be submitted in person starting Wednesday, January 25, 2012 at 7 a.m. The closing date for applications is Monday, February 6, 2012 at 6 p.m.

The City of Surprise Municipal Property Corporation is able to finance capital infrastructure. It is an “affiliate” of the City and exists under laws provided by the State of Arizona. The primary role of the Board is to authorize debt issues to finance capital infrastructure or refinance existing debt.

Surprise partners with AZ Humane Society for free pet spay/neuter event
Surprise, AZ (January 17, 2012) The Arizona Humane Society (AHS) will bring its mobile Spay and Neuter Clinic to Surprise two times in February to help curb the number of unwanted pets.
The AHS mobile clinic will be in Surprise February 14 – 16 and again February 21 -23 at the following location:
In the gravel parking lot, just south of the AZ Techcelerator, 12425 W. Bell Road
The mobile clinic features a state-of-the-art surgical ward and four veterinary staff members.
The free spay and neuter surgeries will be available on a first-come-first-served basis for dogs and cats ages two months to five years. Surgery check-in will begin at 6:30 a.m. each day. Cats must be in a carrier and dogs on leashes. Animal patients must meet the following pre-surgical instructions:
•No food 12 hours prior to surgery (water is OK).
• Dogs and cats must weigh a minimum of 2½ pounds to undergo surgery. Dogs weighing more than 95 pounds cannot be accepted at the mobile clinic.
People can also have their pets vaccinated at the time of surgery for just $19 each. Other services include testing for canine heartworm and feline leukemia and treatment for ticks and fleas.

PHOENIX – The Citizens Transportation Oversight Committee, which was established to facilitate citizen involvement in the decision making process for transportation projects funded by the Proposition 400 one-half cent sales tax in Maricopa County, holds its monthly meeting next Tuesday, January 24. The agenda for this month’s meeting includes presentations on the following topics:
- Presentation of the state’s Long Range Transportation Plan
- Current and proposed work within Maricopa County’s Transportation Program
- Five year performance audit of the Maricopa County Regional Transportation Plan
- Update on noise analysis along Loop 303 corridor

The Surprise City Academy begins February 6! The free course provides residents with the information, resources and tools they need to become more effective community leaders.
Goals of the City Academy include:
- Municipal government structure, processes and funding education
- Generate public interest and involvement in local issues
- Provide residents a forum to voice ideas in a structured educational environment
- Building a pool of informed residents, ready to engage in community affairs
- Increase the level of trust between residents and city government
The 12-session course begins February 6 and runs through April 23. Most classes will meet at 6 p.m., in the Surprise Public Safety Building Auditorium, 14250 W. Statler Plaza.

The Surprise City Council selected District 3 Councilmember John Williams as Vice Mayor at their meeting this evening. Williams will serve a one-year term as Vice Mayor.
Williams has been a City Councilmember since 2008. He is beginning his second term as the Councilmember from District 3. He was re-elected in November 2011.
John has been in Education and Sports Medicine since he and his wife Melissa bought their home in Surprise in 2000. They have three children.
A graduate of Hofstra University in New York, John also holds a Masters in Health Science from Towson University in Maryland. His professional career began in Sports Medicine and transitioned into education when he and Melissa arrived in Arizona. He is a teacher in the Peoria Unified School District’s Career and Technical Education Sports Medicine Program.
According to the Surprise Municipal Code, the Vice Mayor acts for the Mayor in the event of absence.
The City of Surprise is offering a job program for income-eligible Surprise residents between the ages of 15 – 19.
Applications are available at select Surprise high schools, City Hall and online at www.surpriseaz.gov/yep. Applicant names must be written as to match what is listed on their Social Security Card. Applicants are also asked to list areas of interest so that they may be placed in a complementary employment opportunity.

I have not found the bylaws on the above link under the Mayor & Council link, nor have I seen the above on the city,s website.
Surprise AZ (December 22, 2011) The Surprise Neighborhood Services Division of Community Development is accepting applications from qualified nonprofit organizations seeking funding for services that address the public services needs of the community.
All funding is supported by Community Development Block Grants (CDBG) awarded to the city by the federal government. The CDBG funds must be used to support the start of a new service or an increase in the level of service of an existing program that primarily
serves low to moderate income persons in the City of Surprise. Maximum funding limits apply.
Examples of public activities eligible for CDBG funds include:
Child care, Health care, Education or recreation programs, Senior citizen services, Fair Housing, Energy conservation/counseling, Drug abuse counseling , Job training
All applications must be received by 2 p.m., February 1, at City Hall, 16000 N. Civic Center Plaza. Electronic applications will NOT be accepted. Note: City Hall is closed for the holidays December 26 – January 3.
Funding will be awarded based on various criteria including Program Design and Community Impact.

Council ratifies three-day City Hall closure Dec 27,28,29Surprise AZ (December 13, 2011) The Surprise City Council ratified a management plan Tuesday to close City offices for three days between Christmas and New Year’s after a management report that basic city services are not affected and that refinements to the plan remove potential financial liability.City Manager Chris Hillman said the closure on December 27, 28 and 29 does not translate to a shutdown in services. Police, Fire, Sanitation, Water Services, Dial a Ride, streets crews, parks workers, recreation aides and others will be on the job to assure services move forward, he said. Even some behind the scenes workers, such as Finance Department employees, will be at work paying bills and processing other important financial paperwork.Hillman told the Council that city employees will receive three days of leave time for use during the shutdown period, which will not affect the city’s payroll. “Our bi monthly payroll will be no more or less than it always is,” he said. “We pay employees whether they are on the job or using leave time, so there is no change in the amount we disburse.”Hillman said the plan has been refined so that employees who work during the closure period must use the three days of leave time by the end of the fiscal year, and cannot convert the time to cash under any circumstances. “It must be used as time off,” he said. Disallowing cash conversion, such as can occur when separating from city employment, removes the possibility of a cash liability to the city for the three day closure, Hillman said. Hillman also reported that the days between Christmas and New Year’s see a sharp reduction in demand for City Hall services, such as permit applications or bill paying. To help reduce possible inconvenience, the city will continue publicizing the closure and has sent notices to contractors, developers, engineers, homebuilders and swimming pool companies who have contact information in city databases.

Surprise AZ (December 8, 2011) Upon the advice of rate hike opponents representing Surprise homeowners associations and the City, the Surprise City Council voted unanimously tonight to join a settlement agreement reducing the rate increase being sought by Arizona American Water.The agreement between Arizona American Water and rate hike opponents, which include the City of Surprise, must be approved by a Corporation Commission hearing officer and the full Corporation Commission.Arizona American has asked for an immediate 82% increase in rates. However, under the agreement negotiated with rate case interveners, Arizona American agrees to no increase for six months, followed by a 39% increase in July of 2012. The company would receive 9.5 % increases in July of 2013 and again in July of 2014, but no additional increases would be possible before mid-2017, according to attorneys presenting to the Council at a special meeting Thursday.
According to the report presented to Council, the effect on the average residential customer bill is:
Now until July 1, 2012: no increase
July 1, 2012: $12.97 increase on monthly bill
July 1, 2013 $ 3.09 increase on monthly bill
July 1, 2014 $ 3.09 increase on monthly bill
After the July 1, 2014 increase until at least mid-2017: no increase
Surprise City Offices to Close during holiday week
Surprise AZ (November 28, 2011) City offices will be closed the week following Christmas Day, Surprise City Manager Chris Hillman announced today. Public safety and sanitation services will be staffed as usual during this period, Hillman said.
Because the observed Christmas holiday falls on Monday, December 26, City offices will close for only three previously unscheduled days, December 27, 28 and 29.
City offices are usually open Monday through Thursday, from 7 a.m. to 6 p.m.
“There is a significant reduction in public demand to do business at City offices during the holiday week,” Hillman said. “The economic downturn has meant layoffs and no raises for our employees since 2007, so this slow period is an opportunity to give them additional time to spend with their friends and families.”
Employee pay will not be affected, since employees will be assigned additional paid time off to utilize during the three-day closure period.
City offices reopen Tuesday, January 3, following the observed New Year’s holiday on Monday, January 2.
