The Communiversity@Surprise, expected to open by fall 2009, will be a hybrid community college and university. Rio Salado is seeking higher-education partners to allow students to earn a four-year degree at the 26,000-square-foot facility in the new city hall complex at Surprise Center.

Rio Salado will spend about $8.5 million in bond funds to build its facility, which is being developed along with the new Surprise City Hall. With 17 classrooms, it will be able to accommodate about 500 students at a time, giving the center a 6,000- to 8,000-student capacity per semester. The 450 online courses that start every Monday further expand its capacity.

Two other manufacturers also are considering expanding into Surprise, Truitt said, but he would not identify them. He did say one could create 350 jobs within the first year and another 350 later. The other, a maker of paper goods and other products, is looking for a spot near the railroad line, he said.
