If the fiscal year for the City of Surprise were July 1 to Sept. 30th, wouldn’t the first quarter be July, August and Sept. and so on? Reading city reports you have no idea what quarter it is.
It is my understanding that each Council Member receives $12,000 for Travel & Training at the beginning of the fiscal year, and that they can carry over any balance from the previous year (1year only), I have never seen any carry over on the balance sheet.
How can a member begin a new quarter with more money, then was carried over from the last quarter in the same fiscal year?
