Who’s in charge
Council-Manager Form of Government:
Surprise operates under a council-manager form of government. Under this system the city council determines city policy, passes ordinances, and approves a balanced budget each year.The City Manager is responsible for carrying out the council-created policies, and directing the day-to-day operations of city government. The manager reports directly to the city council, and is subject to council performance reviews. The City Manager is responsible for drafting a balanced budget for council review and approval each year.
The Surprise City Manager is assisted by two Assistant City Managers (ACMs), who report directly to the City Manager. The ACMs supervise the output and budgets of the various city departments, assuring high quality work and facilitating inter-departmental cooperation on important issues.
A Deputy City Manager coordinates development activities within the city and also reports to the City Manager.
Surprise is made up of more than 15 departments and more than 863 full time employees.
It appears under this system that City Manager Randy Oliver has the responsibility to keep us from having a financial melt down.
