Bob - Both require council action. We have also designated funds through the CIP process with this year’s budget adoption. The transfer policy is included in the budget book (appendix section).

Stephanie,
I take it that money designated for a CIP project can be returned to the CIP FUND without council action, but cannot be transfered to another project without approval.
Am I correct in my assumption?
